The vendor must establish a mirrored development and testing environment, maintain detailed data dictionary and schema documentation, and automate license and permit revenue collection. The system must support real-time processing for roughly 245 license and permit types, validate customer eligibility, and provide a 24/7 public-facing web and mobile portal for purchases, registrations, and reservations. Additional scope includes a centralized quota hunt application and draw module alongside immutable, time-stamped audit trails for database access.
