The required scope includes pavement testing methods such as deflection testing, Pavement Condition Index, ride quality measurement, Falling Weight Deflectometer, Ground Penetrating Radar, Laser Crack Measurement System, core sampling laboratory testing, and infrared thermography. Data collection requires vendors to test and drive all arterial roadways in each lane, collector roadways in both directions, and local roadways and park driveways in a single direction. Vendors must identify pavement surface types and avoid surveying private property beyond the right of way. Only onshore United States organizations qualify for this opportunity.
