East Bottom Small Area Plan Service

The City of Salem, Virginia, seeks a vendor to provide the East Bottom Small Area Plan Service. The buyer requires the vendor to deliver a plan that supports existing industries, preserves neighborhoods and community assets, identifies compatible redevelopment opportunities, and strengthens connections to Downtown and the Civic Center. The requested scope includes an existing conditions assessment, public and stakeholder engagement, environmental justice reviews, and land use, housing, transportation, multimodal mobility, and flood mitigation assessments. The vendor must also develop strategies for neighborhood stabilization, industrial modernization, economic resilience, and implementation with regulatory and funding recommendations.
