Strategic Planning Service

The buyer requires a vendor to provide strategic planning services focused on community safety priority areas. The requested scope includes reviewing, synthesizing, and continuing stakeholder engagement, mapping recommendations onto the strategic plan, and identifying strengths, opportunities, and needs across existing investments and strategies. The vendor must design and conduct additional listening sessions and public comment processes, ensure diverse and representative populations and geographies participate, and draft a strategy and implementation plan. The final plan requires multi-year implementation timelines, process and performance measures, actionable outcomes, and plans for evaluation, continuous improvement, and transparency. Eligibility limits participation to onshore USA organizations, and the vendor will perform all work offsite. The buyer seeks proposals for the budget and accepts digital submissions via email or online. Bidders must submit all questions no later than September 14, 2026.
