Enterprise Transportation IT Strategy, Governance, and Program Management Services

The University of Washington seeks information technology program and project management proposers to deliver enterprise transportation IT strategy, governance, and program management services supporting the transportation application systems domain across its Seattle, Bothell, Tacoma, and UW Medicine environments. The selected vendor must assess relevant strategies, roadmaps, budgets, and project records, consult key stakeholders, support business readiness and change planning, conduct structured analyses of high-priority system challenges, and develop actionable project definitions and implementation recommendations. Only onshore United States organizations available for work in Washington State that satisfy minimum qualifications are eligible to bid. The buyer intends to award the contract to the highest-ranked responsive Washington small business or certified veteran-owned business. Vendors must submit all questions by October 8, 2026, and submit offsite digital proposals via email or online through the Workday Strategic Sourcing portal by October 16, 2026, at 3:00 P.M. Pacific Time. Proposals must include a written narrative under 20 pages and required portal uploads. Evaluation relies on past performance and firm qualifications (30%), budget and pricing (25%), and pass/fail required documents. The budget caps FY27 expenditures at $120,000, and bidders must submit an all-inclusive maximum blended hourly rate.
