Public Relations Services

The Union County Utilities Authority requires public relations services performed offsite. The selected vendor must provide general public relations, monitor solid waste industry and legislative publications, analyze legislative impacts, draft position papers and communications, prepare statements for the Board and Executive Director, and attend agency meetings or hearings upon request. Only USA organizations demonstrating capability and willingness to provide high-quality services are eligible. Vendors must be registered with the State of New Jersey, comply with state affirmative action and labor laws, and provide proof of registration no later than qualification. Responses must be submitted digitally via email or online, or sent to Lisa M. da Silva at the Union County Utilities Authority in Rahway, New Jersey, by September 30, 2026, at 1:00 p.m. The Authority’s Evaluation Team will review submissions using criteria set forth in Section 5, disclosing the team and criteria weighting at the proposal opening. The evaluation team will recommend vendors to the Board, which may accept the recommendations by resolution. Vendors must submit a cost proposal detailing flat rates or hourly rates, and the Authority reserves the right to establish acceptable rates at contract award.
