The World Resources Institute seeks a vendor to produce a practical white paper of up to 25 pages on country-level action planning and implementation for the United Nations Decade of Sustainable Transport. The requested scope includes reviewing previous UN Decades, aligning with Sustainable Development Goals and climate frameworks, conducting expert consultations, and providing modular guidance on baseline assessments, target-setting, sectoral strategies, financing, and institutional arrangements. Only onshore USA organizations are eligible, and vendors must possess at least 10 years of international sustainable transport experience, knowledge of overseas development assistance, and expertise in low- and middle-income countries. Bidders must submit questions and expressions of interest by email before October 8, 2026, at 5 PM Washington, DC time, and complete digital proposal submissions by October 10, 2026, at 5 PM Washington, DC time. The buyer evaluates proposals based on completion of required elements, fulfillment of requirements, experience with similar projects, and overall cost to select the offeror providing the best overall value. The buyer expects to award a fixed-price contract commencing in October 2026 with all deliverables completed by March 1, 2027, under a maximum available budget of USD 25,000.
