Real Estate Title and Closing Services

The Hampton Redevelopment and Housing Authority (HRHA) seeks proposals for comprehensive title, escrow, closing, preliminary title insurance commitments, title insurance policies, and related real estate transaction services. Qualified Virginia-licensed title insurance agents or agencies registered as Real Estate Settlement Agents (RESAs) with the Virginia Bureau of Insurance, as well as onshore USA organizations, are eligible to bid. Offerors must submit proposals digitally via email or online, or deliver proposal packages by October 22, 2026, at 2:00 p.m., with all questions due by October 12, 2026. Submissions require specific tabbed formats containing signed attachments, insurance proofs, staff resumes, experience records, project references, and fee structures. The buyer anticipates awarding one or more annual contracts for a one-year term to provide offsite services supporting real property acquisitions and dispositions.
