Right of Way Appraisal, Acquisition and Relocation Services

The City of Portland seeks professional right of way appraisal, acquisition, and relocation services for federally funded capital improvement projects. The scope requires providing appraisal or acquisition and relocation services offsite. Key duties include creating appraisal reports and personal interview records, providing mediation and legal support, informing property owners in writing of just compensation rights, delivering complete appraisals to property owners, preparing relocation reports and claims, inspecting replacement housing for safety standards, and assisting with relocation appeals. US-based organizations are eligible to bid. Proposers must submit proposals electronically via Ariba SAP Business Network Supplier before October 15, 2026, at 4:00 PM PST. Questions, protests, and change requests must be emailed to Emmanuel Amunga at least seven calendar days prior to the proposal due date. The evaluation uses a Qualifications Based Selection process, and cost information must be omitted from the initial proposal package. Selected proposers must submit billing rate data within five business days of request following the intent to award notice.
