Economic Trends and Forecast Analysis Consultant Services

Contra Costa County requires a qualified consultant to present on national, state, regional, and county economic trends and forecasts to inform county budgeting, revenue projections, long-range planning, and policy decisions. The scope covers topics such as gross domestic product, interest rates, labor force trends, real estate market trends, inflation, consumer spending, poverty indicators, and emerging economic risks. Eligibility is restricted to onshore vendors within the USA, and performance of the work will be onsite. Bidders must submit proposals electronically through the Bidnet Direct website by October 23, 2026, no later than 3:00 P.M. PDT, with written questions due by October 12, 2026. Required application components include a Statement of Experience, a Proposal Price detailing the total project cost, Customer References, and a signed Anti-Collusion Statement. Evaluators will assess proposals based on understanding of requirements and proposed approach, relevant experience and qualifications, work plan deliverables and timeline, and cost. The County intends to issue a three-month contract to the responsive and responsible bidder providing the best overall value.
