Lottery Modern Retail Central Gaming System

The West Virginia Purchasing Division is issuing a request for proposal on behalf of the West Virginia Lottery for a Modern Retail Central Gaming System Solution. The buyer requires a turnkey, scalable, customizable system using modern technology platforms that support API-based integrations, cloud or hybrid deployment models, and mobile-first architecture. Scope of work includes installation, maintenance, offsite performance, ongoing operations, system upgrades, retailer and player service expansions, documentation, conversion, training, and integration of future mobile and tablet applications. Eligible bidders are limited to onshore, USA-only organizations. Online responses are prohibited; submissions must follow the provided instructions, and cost information must be submitted in a separate sealed envelope clearly marked COST. All questions must be submitted no later than November 5, 2026, and the solicitation closes on January 14, 2027, at 13:30. Proposals must meet all mandatory project requirements and achieve a minimum acceptable technical score of 70% (490 points) to advance to cost evaluation. The contract term is seven years. Proposals are evaluated on technical criteria and a mathematical cost formula using a combined base cost fee based on estimated sales and a fixed hourly rate for enhancements.
