Clinical Counseling Services

Tarrant County Veterans Treatment Court seeks clinical counseling services to habilitate justice-involved veterans in Texas by improving their mental health recovery and reducing recidivism. Eligible applicants must be USA-based organizations, and no subcontracting is allowed. The contract term is one year, and the selected vendor will perform the work offsite. Applicants must submit proposals digitally via email or online, uploading company profiles, personnel resumes and licenses, responses to requirements, a staffing plan for up to 30 veterans, and sample reports. All questions must be submitted no later than October 8, 2026. Proposals will be evaluated based on a 1,000-point scale, covering pricing (350 points), qualifications and experience (300 points), and response to requirements (200 points). Vendors must maintain liability insurance and submit cost per unit and total cost details in their price proposals.
