The intent of this notice is to identify qualified, experienced, and interested offerors capable of performing the type of work as described herein for information and planning purposes. The information received will be utilized by the United States Air Force to facilitate the planning and decision-making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will NOT be notified of the results of this sources sought. Respondents are not required to submit information in response to this announcement to participate in any future solicitation that may come as a result of the information received. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The 55th Contracting Squadron, Offutt Air Force Base, NE, is seeking information for the following items listed below: General: The purpose of this sources sought is to conduct Market Research in accordance with RFO Part 10, for snow hauling and removal for Offutt AFB during the winter season. The Contractor shall provide mission-essential snow clearing, snow relocation, and snow hauling services to ensure uninterrupted operational capability at Offutt Air Force Base (AFB) during winter weather events. The Contractor shall furnish all management, competent supervision, certified heavy equipment operators, CDL Licensed Operators, tools, transportation, equipment, supplies, and labor necessary to perform all operations safely, expeditiously, and in strict accordance with the standards outlined herein. 1.1 Authorized Clearing Footprint Clearing operations under this agreement are strictly limited to designated paved parking areas and road access arteries, comprising a total combined footprint of 1,014,497 square feet, allocated as follows: B1000 Complex Parking Pavement: 783,546 sq. ft. Capehart Off-Base Parking Lots: 230,951 sq. ft. 1.2 Base-Wide Snow Hauling Snow hauling operations are non-localized and apply base-wide. Loading of contractor dump trucks will be performed exclusively by 55th Civil Engineer Squadron (55 CES) assets. Contractor responsibilities include furnishing dedicated tandem-axle dump trucks (minimum struck capacity of 10 cubic yards) and CDL Licensed Operators, receiving piled snow deposited by 55 CES equipment, and safely transporting and offloading snow from any designated operational staging or loading location on the installation to the official base snow dump site designated by the Government. All project work and related services shall be performed IAW all terms, conditions, special contract requirements, specifications, drawings, attachments, technical exhibits and references and publications contained in the contract or incorporated by reference. All information is voluntary. The capabilities package should be complete and sufficiently detailed enough to allow the Government to determine the firm’s qualifications to perform the defined work.
