Scratch Cooking Partner Program Services

Prince George’s County Public Schools seeks qualified vendors to provide Scratch Cooking Partner Program services onsite in Upper Marlboro, Maryland. The requested scope includes scratch and semi-scratch cooking, fresh and minimally processed foods, salad and fresh produce bars, culinary workforce development, kitchen readiness, menu development, food presentation, and food waste reduction. Eligible USA-only offerors must submit technical, MBE, appendix, and cost proposal volumes electronically via eMaryland Marketplace Advantage. Offerors must complete and notarize required appendices covering references, non-collusion, debarment, anti-bribery, insurance, tax certification, and conflict of interest disclosures. A virtual pre-proposal meeting takes place on September 30, 2026, following a mandatory Letter of Interest due by September 29, 2026. Questions must be submitted to procurement contacts by October 2, 2026, and final proposals are due by October 14, 2026, at 2:00 PM ET. Proposals undergo an initial mandatory pass/fail administrative evaluation covering submission timeliness, complete volumes, executed appendices, legal compliance disclosures, MBE documentation, and proof of insurance.
