Health Transformation Initiative Services

The Cecil County Health Department seeks a qualified consultant to establish a one-year contract for the Cecil and Harford Regional Perinatal Health Transformation Initiative. The buyer requires an offeror to conduct a perinatal landscape analysis for Cecil and Harford Counties, manage a local task force evolving into a regional consortium, and support the implementation and evaluation of a pilot project to improve care access. Eligible offerors must be based in the USA, meet all key qualifications, and perform work onsite in Elkton, MD. Proposals must be submitted digitally via email or online, with all questions due no later than October 22, 2026. Proposals are evaluated out of 50 total points based on methodology for up to 35 points and proposed fee for up to 15 points. Payments are fixed-price and deliverable-based, and budgeted expenses must be incurred by June 30, 2027.
