Wireless Access Points Upgrade Service

The County of McLean in Bloomington, IL requires a qualified onshore vendor to update its wireless network infrastructure. The requested scope includes unmounting existing Aruba and Ubiquiti access points, installing and mounting 280 owner-provided Aruba-635 access points, and installing new Cat6a cable runs. The selected vendor must also terminate cables, run service loops, suspend new cables in j-hooks, trays, or conduit, secure access points in specified detention centers, and comply with the Illinois Prevailing Wage Act. Bidding is open to USA organizations registered on the County’s website. Applicants must attend a mandatory pre-bid meeting on October 12, 2026, and submit all questions by October 19, 2026. Proposals must be delivered in both hard copy and soft copy (USB) formats using the forms provided in the RFP, with an included draft contract and net pricing exclusive of taxes. The project must be completed by April 30, 2027, unless additional time is noted in the bid packet. Proposals will be evaluated based on the lowest responsible quote, vendor qualifications, experience with similar work and governmental entities, cost, billing type, and other criteria outlined by the County.
