Railway Express Station Areas Development Plan Services

The North Central Texas Council of Governments (NCTCOG) seeks proposals from qualified firms to provide railway express station areas development plan services. The contractor will perform corridor-level planning evaluations, market assessments, and infrastructure capacity analyses for transit-oriented development across seven Trinity Railway Express station areas, with detailed planning for up to five stations. Work performance is onsite in Fort Worth, Texas, and includes delivering meeting handouts, materials, and summaries for study milestones. Qualified onshore (USA only) firms are eligible to submit proposals. Applicants must submit questions no later than October 16, 2026, and submit digital responses via email, online, or Bidnet Direct. Submittals require consultant qualifications, references, signed standard attestations, conflict of interest disclosures, and a Form 1295 filing. The contract term is one year, operating under an allowable cost model that reimburses direct, indirect, and personnel expenses based on GSA travel rates and approved cost estimates.
