Engineering Consulting and Related Services

United Power requires a vendor to provide engineering consulting and related services in Colorado for a one-year contract term. The requested scope includes comprehensive substation design services, early-stage project scope discussions, assistance with planning and engineering studies for transmission systems, technical support for protective relay data analysis, and bidding process support. Eligible bidders must be based onshore in the USA and must provide a Certificate of Good Standing from the Colorado Secretary of State prior to contract finalization. Bidders must submit non-disclosure documents by October 16, 2026, at 11:00 A.M. Local Time, and additional questions by October 29, 2026, at 4:00 P.M. Local Time. Proposals must be uploaded through Bidnet Direct by Sovra's portal by November 20, 2026, at 11:00 A.M. Local Time, and include pricing responding to Exhibit B along with a safety review form. United Power will evaluate proposals based on price, technical qualifications, key personnel, local office presence, and a safety evaluation, with short-listed bidders participating in interviews scheduled for the week of December 07, 2026.
