Legislative and Funding Advocacy Services

The Roaring Fork Transportation Authority (RFTA) is seeking quotations from qualified onshore U.S. consultants or firms to provide legislative and funding advocacy services offsite. RFTA needs a contractor to help develop and implement an annual state and federal legislative and funding agenda, identify priority funding opportunities, clarify fund uses and deadlines, assess competitiveness factors, and identify key contacts. Eligible USA organizations must submit quotes digitally via email or online, including a firm overview, qualifications, state and federal experience, grant proposal examples, talking points, legislative analyses, retainer and hourly rates, and Attachments A through F along with a Form W9. RFTA will evaluate quotations based on experience successfully obtaining grant funding and experience in outreach on both state and federal levels, with interviews tentatively scheduled for November 4, 5, and 10th. The initial contract term is one year starting January 1, 2027, with multiple renewal options, and proposal pricing must remain valid for ninety calendar days after the submission deadline.
