Investment Advisory Services

The Milwaukee County Treasurer is soliciting proposals for one or more investment managers to provide advisory services for a portion of the County's non-pension operating and capital funds. The selected vendors must understand the County's investment program, suggest modifications to the Investment Policy, assure portfolio compliance, assist with risk tolerance monitoring, and establish performance benchmarks. Eligibility is restricted to onshore USA organizations, and the work will be performed offsite. Proposers must digitally submit their proposals along with required Attachments A through F via the Bonfire online portal by November 13, 2026, at 5:00 PM Central Time. Questions regarding the opportunity must be submitted by October 23, 2026, at 5:00 PM Central Time. An evaluation committee will score responsive proposals based on technical merit and cost, ultimately recommending the proposal providing the best value. The anticipated contract term is a three-year agreement running from 2027 through 2030, with two additional one-year renewal options starting August 1, 2027.
