Professional Services for Public Communications, Permit Compliance Review and Project Management Support

The City of Festus, Missouri requires professional services from a lead firm and defined project team for the CRG Data Center Development Project. The selected firm must provide public communications and community engagement, permit compliance review and coordination, and project management support for interagency coordination. Work will be performed offsite, and the prime firm serves as the single point of contractual responsibility. Only onshore USA organizations are eligible, and the prime firm must independently demonstrate direct, verifiable prior experience on data center development projects. Interested vendors must submit written questions to Benjamin DeClue, City Administrator, by October 28, 2026. Applicants must submit a Statement of Qualifications containing up to 25 pages, plus required forms, to the City Administrator by November 4, 2026. The City will evaluate submissions based on prime firm experience (30%), key personnel qualifications (25%), technical approach (20%), references (15%), and local knowledge (10%). Fee proposals are not requested at this stage, as the City will negotiate scope and compensation with the top-ranked firm.
