Website Design, Development and Maintenance Services Using CMS

The Foothill/Eastern Transportation Corridor Agency and San Joaquin Hills Transportation Corridor Agency seek a vendor to provide offsite website design, development, and maintenance services using a Content Management System. The required scope includes front-end public website design and development, management and maintenance such as operating system patches and site optimization, user experience support for the back-end site, web production support, analytics reporting, and training support. Only onshore USA organizations are eligible to bid. Electronic proposals must be submitted using the Agency's PlanetBids submittal function by 3:00 p.m. Pacific time on November 12, 2026. Proposers must submit written questions through PlanetBids by 3:00 p.m. Pacific time on October 26, 2026. Proposals are limited to 50 pages and must include an RFP Checklist, Proposal Letter, Certifications, Conflict-of-Interest Disclosure Statement, Statement of Qualifications, Reference Questionnaire, and a proposal validity period of at least 120 days.
