Comprehensive Safety Action Plan Services

The City of West University Place seeks professional planning services to develop a Comprehensive Safety Action Plan under the Safe Streets and Roads for All FY 2025 Planning Grant. The selected vendor will perform project management, crash data and risk analysis, network screening, stakeholder and public engagement, strategy development, and an implementation framework. Eligible bidders are USA-based onshore organizations, and the city encourages Historically Underutilized Businesses to submit. Applicants must deliver one original hard copy and one electronic thumb drive in a sealed envelope to the City Secretary's Office by 2:00 PM CST on November 12, 2026. The city will reject faxed, emailed, CivCast, and late submissions. Applicants must submit questions through the CivCast Q&A system by 5:00 PM CDT on October 27, 2026. The contract term is one year, and the city is seeking budget proposals.
