Proposals require a completed Submission Form (Appendix B) and a Submission Pricing Form (Appendix C) with all-inclusive rates quoted in Canadian funds. Evaluation occurs in three stages: mandatory submission requirements, rated technical criteria worth 70 points with mandatory minimum threshold scores, and pricing worth 30 points. The province will select the highest-scoring proponent based on these criteria. Budgets must be provided as a fixed price for all proposed services within the pricing form.
