Professional Plan Check, Engineering, Environmental, and Office and Field Support Services

The City of Pinole requires multidisciplinary, on-call professional services to support municipal operations. Requested services include full-discipline building plan check, civil and stormwater review, municipal engineering, environmental compliance, project construction management, surveying, right-of-way real estate assistance, grant writing, and on-demand professional staffing. Offsite performance is expected for plan checks and technical reviews. Eligible applicants are United States organizations possessing ICC-certified plan check personnel, CASp inspectors, and relevant technical expertise. Vendors must submit proposals either digitally through the city portal or by emailing a PDF file to [email protected]. Questions must be submitted by November 3, 2026, and final responses are due by November 30, 2026, at 5:00 pm. Proposals must include a cover letter detailing vendor qualifications, required statements regarding insurance and conflicts of interest, and specific all-inclusive fee structures. Plan check fees must be calculated as a percentage of collected municipal fees, alongside established hourly or inclusive rates for field staff and expedited reviews. Contract awards will be based on competitive negotiations to select the qualified vendor offering a reasonable price.
