Third Party Community Workforce Agreement Administrator Service

The Housing Authority of the City of Los Angeles (HACLA) seeks a vendor to provide third-party Community Workforce Agreement (CWA) administrator services. The contractor will assist in establishing an internal administration framework for CWA monitoring, chair pre-job conferences, manage trade assignments, administer the grievance process, appeal Section 3 worker dispatch denials, and implement tracking systems for workers and monitoring processes. Work will be performed offsite. Only onshore, USA-based organizations are eligible to submit proposals. Vendors who previously provided services related to studies or specifications prepared for this solicitation are ineligible. HACLA will evaluate proposals based on price and best value factors, including experience with California project labor or community agreements, HUD-funded projects, and labor compliance for public housing. Vendors must submit quotes via email in PDF format to [email protected] or through online submission. Written questions are due by October 16, 2026, at 5:00 PM PST, and final proposals are due by October 23, 2026, at 5:00 PM PST. The proposed contract term is one year with four one-year renewal options, and total procurement costs are estimated to be under $350,000.
