Business Attraction and Retention Strategy Service

The buyer needs an economic development consultant to provide a business attraction and retention strategy service that supports the City's efforts to attract new businesses, retain existing ones, and strengthen the local economy. The contractor must evaluate market conditions, analyze trade areas and retail gaps, conduct competitive market research, and create a customized retail market guide. Based on these analyses, the consultant will identify target business categories, conduct targeted outreach to stakeholders, and deliver an actionable strategy with supporting materials to foster continued economic growth. Only onshore USA-based vendors are eligible to apply, and all performance of the work will occur offsite. Vendors must submit proposals detailing their own proposed budgets, and the contract term will run for one year. Interested applicants must submit all questions no later than October 29, 2026.
