Outside Counsel Services for Guardianship Matters

The New York State Office of Mental Health (OMH) requires outside counsel services for Article 81 adult guardianship matters for patients and residents at the St. Lawrence Psychiatric Center in Ogdensburg, NY. The selected contractor must handle legal services related to pursuing adult guardianships, draft and negotiate guardianship orders, maintain professional liability insurance, and refer matters involving civil recovery to the Attorney General's Civil Recoveries Bureau. Eligible offerors are US-based onshore organizations capable of performing onsite work while maintaining all required professional licenses and insurances. Quotes must be submitted via email to [email protected] by October 30, 2026, at 3:00 PM ET using Attachment D. OMH will evaluate quotes as a discretionary purchase based on pricing, ability to provide the requested services, and service quality. The contract period runs for three years, from December 1, 2026, to November 30, 2029. Payment and travel reimbursements will follow the established budget schedules, including current U.S. GSA mileage rates.
