Housing Consulting Services

The National City Housing Authority requires as-needed housing consulting services related to affordable and market-rate housing developments, transaction structuring, financing sources, and policy development. The scope encompasses disciplines such as fair housing recommendations, capital needs assessments, developer selection, existing housing inventory compliance, environmental reviews, grant writing, and policy drafting. Only United States organizations are eligible to submit a Statement of Qualifications for their desired disciplines. Applicants must submit responses digitally via email or online by 9:00 a.m. on October 19, 2026, and performance will occur both onsite and offsite. Proposals must include an hourly billing rate schedule, key personnel qualifications, and an organizational chart. Evaluators will grade submittals based on knowledge of the local environment (30%), technical competence (30%), budget hourly rates (20%), and relevant experience (20%). The contract term begins upon execution and notice to proceed, running through June 30, 2030, under a time-and-materials basis. The Authority will establish budget allowances following contract execution and task order approvals.
