Youth Commission Services

The County of Union Department of Human Services is soliciting proposals from USA organizations for Youth Services Commission State/Community Partnership Grant Funds 2027. The selected vendor will provide offsite youth commission services in Elizabeth, New Jersey, covering performing arts education, youth development, trauma-informed mental health counseling, GED and life skills preparation, sex offender prevention programming, and life skills and wellness services for youth ages 13 to 21. Applicants must submit proposals by Tuesday, November 10, 2026, at 11:30 a.m. EST, and all questions must be submitted no later than October 29, 2026. Submissions require specific documentation, including objective and outcome disclosures, non-collusion affidavits, mandatory exhibits, a bid guarantee equivalent to five percent of the bid price, and completed budget forms detailing program line items, personnel, and overall agency financials. The contract term spans one year, running from January 1, 2027, through December 31, 2027.
