Emergency Management Program Coordinator Services

The State of South Dakota Department of the Military requires emergency management program coordinator services for the South Dakota Army National Guard in Rapid City and statewide. The selected contractor must support program development, emergency planning, interoperable communications, continuing education, risk assessments, community preparedness, and program evaluation in accordance with Army Regulation 525-27. Eligibility is limited to onshore US entities that can perform the work onsite and maintain required commercial general, professional, automobile, and workers' compensation insurance policies. Interested offerors must submit proposals digitally via email or online, including a signed RFP form, an executive summary, a detailed technical response, and a cost proposal. Questions must be submitted by October 30, 2026, and final proposals are due by November 10, 2026. Evaluators will assess proposals based on cost, experience and reliability, expertise of personnel, and method of performance for a one-year contract term.
