General legal Counsel Services

Hudson County Community College seeks proposals from qualified USA-based vendors to provide offsite general legal counsel services. The scope of work includes reviewing, drafting, and negotiating contracts and leases, advising on corporate and tax-exempt organization legal issues, individual labor and employment matters, personnel and fiscal policies, corporate by-laws, government grants, and contracts. Selected counsel must also advise on responses to subpoenas, court orders, and third-party information requests, defend lawsuits or legal claims, and attend required meetings with College Administration and the Board of Trustees. Applicants must submit sealed proposals by mail or delivery service to Jeff Roberson, Jr., Director of Contracts and Procurement in Jersey City, New Jersey, by October 27, 2026, at 11:00 AM. Submission requirements include a Contractor Vendor Questionnaire/Certification, a notarized Non-Collusion Affidavit, a Quotation Proposal Form, a Cost Executive Summary, a Combined Certification Form regarding activities in Iran, Russia, or Belarus, and details regarding legal experience with similar clients. The college evaluates proposals based on price and other factors to determine the most advantageous quote, and vendors must be prepared to submit detailed billing statements broken down into increments of no more than a quarter-hour.
