Classification Study Services

The City of Wheatland requests proposals from qualified onshore USA firms to conduct a classification study for 13 position classifications in Wheatland, California. The selected vendor must review background materials, analyze current classification specifications, distribute job description questionnaires, conduct employee interviews, recommend specification updates, complete an internal salary relationship analysis, and present recommendations to the City Manager. Applicants must submit proposals electronically via email to City Manager Sean Grayson at [email protected] before 5:00 pm on November 2, 2026. Proposals must contain a cover letter, firm and staff background, a detailed project approach, a timeline, at least three public agency references for similar projects, and a not-to-exceed cost detailing hours and billing rates. All questions must be submitted by October 16, 2026, and the City will provide responses by October 23, 2026. The City will evaluate and rank proposals based on qualifications and demonstrated relevant experience, potentially interviewing top-ranked firms between November 16 and November 19, 2026. The City aims to select a firm on November 23, 2026, and enter into a contract in early November 2026, with work performed offsite beginning immediately thereafter.
