Instructor-Led Training Service

The City of Sacramento Department of Human Resources requires live, in-person and virtual instructor-led training services for employee personal, professional, and leadership development, manager skills, and diversity, equity, inclusion, and belonging. Bidders must demonstrate the capability to deliver established and customized curricula, provide executive coaching, and supply course listings, training approaches, team qualifications, and an organizational diversity statement. Eligibility is restricted to USA onshore organizations, and work performance will be offsite. Proposals and standard forms—including a transmittal letter, executive summary, fee schedule, and Attachments 1 through 4—must be submitted digitally via email or online by November 10, 2026, at 3:00 PM. Questions are due by October 28, 2026, at 3:00 PM. Proposals will be evaluated using a 105-point system based on best value, including written proposals and applicable preferences. The total project budget is expected not to exceed $500,000 split across multiple awards, with individual contract terms lasting up to five years.
