The Vineland Housing Authority seeks proposals for legal services to support its board of commissioners and management staff in Vineland, NJ. The selected vendor must provide court representation, document preparation, policy guidance, board governance counseling, and advice on federal, state, and local compliance, ethics, financing, and real estate matters. Eligibility is limited to USA-based organizations. Proposed attorneys must possess a minimum of five years of relevant professional experience, maintain required licenses and insurance, and demonstrate expertise in housing authority legal practices, local government ethics, and New Jersey court litigation. Proposers must submit all required documents, certifications, and fee proposals electronically through the Housing Agency Marketplace eProcurement portal by November 16, 2026, at 10:30 A.M. Prevailing Time. Written questions are due through the eProcurement site by 2:30 p.m. on October 30, 2026. Evaluators will score proposals up to 100 points based on fee structure (10 points), general legal experience (20 points), relevant legal experience (25 points), experience representing a New Jersey public housing authority (25 points), and key personnel qualifications (20 points). The contract term is a single 12-month period without renewal options.
