Public Works Professional Design and Engineer Services

The City of Fountain's Strategic Partnerships Department requires qualified public works professional design and engineering firms to support future municipal infrastructure projects under a one-year contract term. The requested scope includes project scoping, cost estimation, public right-of-way alignment, construction scheduling, drainage reports and plans, traffic impact studies, bid document preparation, and construction oversight. Selected firms will enter into a Master Services Agreement, with individual projects allocated via negotiated task orders as funding becomes available. Eligibility is limited to onshore, US-only firms providing onsite performance. Applicants must submit either one original hard copy in a sealed envelope marked "Strategic Partnership RFQ" or one digital PDF copy by October 30, 2026, at 5:00 PM. All questions must be emailed by 5:00 PM on October 23, 2026. Submittals must not exceed 25 pages and must include resumes of key personnel with Colorado Professional Registrations, details addressing the selection criteria, and notes on any objectionable clauses in the draft agreement. City staff will rank proposals using weighted criteria: key personnel qualifications (20%), project management and construction oversight experience (15%), specifications/bid document preparation (15%), traffic studies/street improvement design (15%), drainage analysis using local manuals (10%), and project scoping/cost estimating (10%). Specific project fees and budgets will be negotiated upon task order assignment.
