Chief Electoral Officer Service

The Assembly of First Nations (AFN) seeks a bidder to serve as the Chief Electoral Officer for the election of a National Chief at the hybrid 2027 Annual General Assembly in Edmonton, AB. Eligible onshore Canadian organizations will manage all nomination, administrative, financial monitoring, candidate forum, translation, voting, and reporting processes in accordance with the AFN Charter. Proposals must include execution plans, proponent qualifications, resource descriptions including e-voting software, team composition, and a detailed cost breakdown in Canadian dollars inclusive of HST. Submissions are evaluated out of 100 points based on strategic thinking and planning approach (40), overall experience (20), total price (20), terms and conditions (10), and First Nation organization or individual status (10). Bidders must submit proposals digitally via email to Jennifer Bellchambers by October 23, 2026, at 5:00 PM EDT.
