Probationary Firefighter Entrance Examination Services

The City of Lubbock, Texas, seeks a vendor to provide probationary firefighter entrance examination services. The selected vendor must develop, provide, score, validate, and support fair, reliable, and legally defensible entry-level examinations, study guides, candidate preparation materials, and administration procedures for civil service selection. Work performance can occur onsite or offsite, and the contract term is for one year. Only onshore USA organizations are eligible to submit proposals. Offerors must submit proposals electronically through the Bonfire portal or deliver one original hard copy to the Purchasing and Contract Management Department by November 10, 2026, prior to 3:00 P.M. All questions regarding the solicitation must be submitted no later than November 05, 2025. Proposals must be signed by an authorized officer to avoid disqualification. An evaluation committee will score sealed proposals based on standards detailed in the RFP to select the service that best meets the city's needs, quality levels, and budget constraints rather than relying solely on the lowest proposed price. Candidates may be required to provide additional qualification information or conduct oral presentations during the evaluation process.
