Professional and Exempt Services

The Somerset County Improvement Authority needs professional and exempt services for Authority Counsel, Bond Counsel, Auditing and Accounting, Consulting Energy Engineering, Energy Bond Counsel, Financial Advisor, and Underwriting Services. Onshore United States organizations are eligible to furnish and deliver these offsite services under contract IA-XS-0001-27 - 3.1 – 3.7 for a one-year term. Applicants must submit sealed proposal responses on standard forms enclosed in a package addressed to Purchasing Agent Melissa A. Kosensky by November 20, 2026, at 4:00 P.M. An evaluation team will judge proposals based on understanding of the requested work, knowledge and technical competence, management, experience and personnel qualifications, ability to complete services in a timely manner, and cost. Pricing must detail hourly rates and fee schedules, and respondents must provide certificates showing required insurance coverage including $3,000,000 limits for general liability.
