Proprietary Purchase Services

The Somerset County Library Commission requires proprietary purchase services for OCLC Services to support library operations in Bridgewater, New Jersey. The scope of work includes providing access to a union catalog, interlibrary loan request management utility, cataloging and metadata services, and a cataloging database. The contractor must also supply client software or a web-based interface for cataloging, options for ongoing or one-time holdings maintenance, and live and web-based technical services training. Eligibility is restricted to onshore USA organizations complying with statutory New Jersey requirements, including business registration and mandatory affirmative action laws. Submissions may be delivered digitally via email, online, or as sealed RFP responses submitted by 1:30 P.M. on November 20, 2026, to Finance Director Brian Morgan at the Somerset County Library in Bridgewater, NJ. Complete proposals must include a Form of Proposal, Qualification Statement, Affirmative Action Mandatory Language, Non-Collusion Affidavit, Americans with Disabilities Act Mandatory Language, and a Russia/Belarus Prohibited Activities Form. The Commission requires respondents to submit a comprehensive quote with all-inclusive unit rates and accept its vouchering system and payment timetable.
