External Legislative Strategy Development and Implementation Service

The Health Services Cost Review Commission (HSCRC) needs a vendor to provide consultation, expert advice, and support for developing and implementing an external and legislative outreach strategy. The scope of work includes engaging external stakeholders, supporting awareness of policy development, navigating Maryland policymaking and legislative processes, and providing ongoing guidance to make strategy alterations in response to emerging concerns. Performance occurs onsite or offsite over a one-year firm fixed-price contract term. Eligibility is limited to certified Maryland small businesses and onshore USA organizations under a Small Business Reserve-only solicitation. Vendors must post proposals in eMaryland Marketplace Advantage by November 23, 2026, submitted as two separate volumes containing a technical proposal and a financial proposal. All questions must be emailed to Procurement Officer Mitchell Coates by November 9, 2026. The total award budget cannot exceed $100,000. HSCRC evaluates proposals using an overall score comprised 75% of technical criteria and 25% of financial criteria, requiring a minimum technical score of 70% to be acceptable. Technical evaluations focus on organizational experience and capabilities (40%), personnel experience and capabilities (30%), and relevant experience of key staff (30%).
