City of Santa Ana Sale and Development of Vacant Properties Services

The City of Santa Ana seeks proposals from qualified firms and organizations for the purchase and development of vacant properties located within the city. The selected buyer must handle the property development and pay all closing costs, including title policy, escrow fees, and any lender-required appraisal costs. Additionally, developed residential units are subject to affordable housing covenants requiring lower-income affordability for 55 years on rental units and 45 years on ownership units. The resulting contract term is for one year, and work will take place offsite. Only USA-based onshore organizations are eligible to bid. Proposers must submit a Cost Proposal along with a deposit check equal to one percent of the total bid amount for each parcel requested. The cost proposals must include a defined payment schedule, and all submitted proposals must remain valid for at least 180 days following the proposal deadline. A review committee will evaluate submitted proposals based on adherence to the RFP directions and established city criteria.
