Consultant Services, Outside Counsel for Affordable Housing Insurance Program RFP

The New York City Economic Development Corporation (NYCEDC) seeks proposals from law firms and lawyers to provide outside legal counsel services. The selected consultant will advise and represent NYCEDC on tax, insurance, corporate governance, and public finance law related to structuring, operating, and governing an affordable housing insurance program in New York City. The program aims to reduce property and liability insurance costs for income-restricted affordable and rent-stabilized housing. Eligibility is limited to USA organizations, and respondents must submit an M/WBE Participation Proposal. NYCEDC evaluates proposals based on proposal quality, key staff and subcontractor experience, demonstrated success in similar services, and the proposed fee. Applicants must submit questions via the online Q&A web form by 5:00 PM on November 2, 2026. Proposals must be uploaded electronically as a .zip file to the NYCEDC website by 4:00 PM on November 16, 2026.
