Stage 1 RFQ for MBTA Lynn Garage Joint Development Opportunity

The Massachusetts Bay Transportation Authority (MBTA) is seeking Statements of Qualifications from qualified USA-based development firms for a two-stage Joint Development Opportunity at the MBTA's Lynn Garage in Lynn, MA. The buyer requires a developer to leverage its real property assets by creating a mixed-use dynamic hub integrating residential, commercial, and transit uses that enhances multi-modal connectivity, incorporates sustainability, and drives recurring income. Offsite performance is permitted for the work, but proposals must focus on site assets in Lynn, MA. Qualified development firms must submit their electronic Statements of Qualifications through COMMBUYS by December 16, 2026. Submissions require project financing experience, a Developer's Questionnaire, a Debarment and Suspension certification, Conflict of Interest disclosures, and an authorizing power of attorney. SOQs will undergo a responsiveness review and pass/fail screening before being evaluated against qualitative criteria to determine a shortlist of respondents invited to Stage 2.
