Durham County Request for Qualifications for Durham Transit Plan Services

Durham County is seeking statements of qualifications for the Durham Transit Plan under RFQ 27-012. The selected vendor must provide comprehensive transit planning services, including reviewing and recommending updates to policies and governance structures, conducting peer case studies and existing conditions reviews, executing a public engagement plan, and delivering a bus service plan that identifies transit service operating projects and capital investments evaluated through a FY2035 horizon year. Work will be performed offsite. Eligible onshore US organizations must comply with E-Verify requirements. Proposals are evaluated based on overall team experience on similar projects (25%), public engagement experience and aptitude (20%), and facilitation and mediation experience and aptitude (10%). A virtual pre-proposal conference will take place on November 5, 2026, at 12:00 PM EST. Questions are due by November 12, 2026, at 3:00 PM EST, and final proposals must be submitted digitally via email or online by November 24, 2026, at 2:00 PM Eastern Time. The budget will be determined based on proposed offers.
