Strategic Partnership Coordinator Services for Halifax Harbour Bridges Business Case Phase

The Halifax Harbour Bridges (HHB) is seeking proposals for strategic partnership coordinator services to act as a central intake point and manage agency stakeholder interactions. The selected vendor must perform the work offsite from their own office premises. Scope requirements include creating an agency stakeholder contact map within 60 days, maintaining an information-request action tracker, circulating meeting notes within two business days, submitting bi-weekly status reports, and delivering a final summary at the conclusion of the business case phase. Only onshore Canadian organizations are eligible to submit proposals. The proposed resource must possess at least ten years of cumulative qualifying HRM experience. Bidders must submit proposals including a completed Submission Form, Pricing Form, resume, and two reference projects completed within the past eight years. The evaluation process consists of mandatory submission reviews, mandatory technical criteria, non-price rated criteria, and pricing evaluations. Questions must be submitted by November 4, 2026, and final proposals are due by November 18, 2026.
