LIHTC Strategic Consultant and Construction Manager Owner Representative Services

South Metro Housing Options (SMHO) and South Metro Property Corporation are seeking proposals for a Low-Income Housing Tax Credit (LIHTC) Strategic Consultant and Owner’s Representative. The selected consultant will provide strategic development guidance, assist with site planning, fee structures, financing closing models, and oversee the general contractor for a new 52-unit affordable housing development at 5600 S. Bannock Street in Littleton, Colorado, as well as other projects as needed. Eligibility is restricted to onshore USA organizations. Proposals require a company summary, bios, project references, a fee proposal with hourly rates, a completed Form of Proposal, HUD Form 5369-C, Profile of Firm Form, and an Equal Employment Opportunity copy. Written questions must be submitted via email to [email protected] by October 26, 2026, at 5:00 PM MST. Electronic proposals must be submitted by November 6, 2026, at 12:00 PM noon. Evaluation is based on experience (40 points), references (20 points), fee proposal (20 points), and capacity (20 points), with up to 5 bonus points for Section 3 business status.
