South Carolina Department of Behavioral Health Traumatic Brain Injury Training Modules and Resource Road Map

The South Carolina Department of Behavioral Health and Developmental Disabilities requires a vendor to provide offsite Traumatic Brain Injury (TBI) training modules and a resource road map service. Scope includes designing and producing a final TBI resource road map and four core brain injury training modules featuring brain injury-specialized medical and rehabilitation services as well as state and local advocacy organizations. Content must be custom-tailored for regional case managers, providers, and frontline direct support professionals, with each module containing at least 30 minutes of interactive seat time and built-in learning checks. Final web and video files (HTML5 and MP4 formats) and a Stakeholder Implementation Plan must be delivered no later than June 1, 2027. Only onshore USA organizations are eligible to bid. Offers must be submitted online by November 6, 2026, at 3:00 PM, or delivered as a sealed paper offer to Cayce, SC. Questions are due by October 28, 2026, at 12:00 PM. Award will be made to the lowest responsive and responsible offeror providing the lowest Total Evaluated Bid Price who meets all minimum qualifications.
