Borough of Roseland Special Counsel Service for COAH Matters

The Borough of Roseland is seeking proposals for a Special Counsel to provide legal services regarding Council on Affordable Housing (COAH) matters. The selected multi-discipline professional or firm will handle general municipal government law, municipal litigation and appeals, and fair housing and affordable housing issues. Eligible applicants are USA-based entities and individuals with appropriate professional licenses. The offsite scope of work will be awarded based on availability of funds in the 2027 budgets. Applicants must submit one original and one digital copy via flash drive or CD by mail, drop box, or online/email by November 5, 2026, at 10:30 AM local prevailing time. Submissions must include firm qualifications, staff resumes, professional licenses, and mandatory forms such as the Bid Proposal Form and Non-Collusion Affidavit. The Borough will evaluate proposals based on firm qualifications and experience, attorney and key personnel qualifications, and cost competitiveness.
