Borough of Roseland Request for Qualifications for 2027 Borough Attorney Legal Services

The Borough of Roseland is requesting proposals from qualified legal professionals to serve as the Borough Attorney for 2027. The selected attorney or law firm will draft and approve legal documents, advise the mayor and council, attend meetings, direct additional legal or technical staff, and negotiate litigation settlements subject to council approval. Work will be performed offsite, and the contract award remains subject to the availability of funds in the 2027 budgets. Eligible applicants must be onshore USA organizations and attorneys-at-law in the State of New Jersey, or New Jersey law firms where all members are licensed state attorneys. Applicants must also provide proof of business registration with their proposal. Submissions must include a fee proposal schedule indicating whether services are billed hourly or via a lump sum, alongside a resume, copies of required professional licenses, at least three references for each proposed team member, and various mandatory signed forms. Proposals are due by November 5, 2026, at 10:30 AM local prevailing time. Applicants must submit one original proposal and one digital copy on a flash drive or CD by mail, hand delivery to a designated drop box, or digital submission via email or online.
